Waters spent most of his life in upstate New York, becoming the first director of the Art Department at Elmira College. His works were exhibited at the National Academy of Design. He made two study trips abroad, but the mountains and woods of the Northeast remained his inspiration. In this view of two figures boating alongside a majestic, mountainous landscape, Waters relies on the traditions of the Hudson River School and the Luminists.
