A socialist at heart, Hine began his photography career in 1903 with the photography project "Immigrants on Ellis Island" and went on to work for the National Child Labor Committee and other commissions involving industrial concerns. His images helped convince voters and politicians to enact laws against child labor and focus on oppressive working conditions.
